Meet Dr. Noto

Lori A. Noto, Ph.D.

Dr. Noto has a Ph.D. in Special Education with a minor in Applied Behavior Analysis from the University of Kansas, a Master’s degree in Special Education from Russel Sage College and a Bachelor’s degree in Psychology from Buffalo State College.

Dr. Noto has dedicated her professional career to the support, advocacy and education of individuals with disabilities.  Her expertise is in holistic behavioral and educational support for individuals with cognitive disabilities.  She provides support and advocacy for individuals with significant behaviors of concern and mental health challenges.  Dr. Noto is trained to use the principals of Applied Behavior Analysis to assist in the development of positive behavior change plans.  She uses ABA principals with social emotional learning, spirituality, family systems and overall quality of life needs.  Her approach to supports is concerned with the whole individual and their well-being in all aspects of their life.

  • Working with individuals with disabilities from birth to geriatrics.

  • Behavioral consultant for a non-profit adult service agency for over 25 years. 

  • Over 20 years as an Associate Professor providing instruction and advising to preservice general education teachers and administrative candidates. 

  • Over 20 years Mentoring teachers and administrators as a field experience supervisor, university advisor and doctoral dissertation chairperson.

  • More than 30 years working in a variety of settings with individuals with disabilities.
